The First Meeting of the SCS SAP Project Steering Committee (PSC) was held via teleconference on June 29-30, 2021, to conclude the Project's Inception Phase and launch its full implementation. The core objective of the SCS SAP Project is to assist six participating countries (Cambodia, China, Indonesia, Philippines, Thailand, and Viet Nam) in meeting the targets of the approved Strategic Action Programme (SAP) for the marine and coastal environment of the South China Sea. The meeting was critical for formalizing the project's management framework and implementation arrangements. Key objectives included: presenting and discussing the Draft Inception Phase Regional Report , reviewing the current status of planned national-level activities , and discussing and adopting the Rules of Procedure and Terms of Reference (TORs) for the Project Steering Committee , as well as the TORs for all Regional and National Committees and Working Groups. Most importantly, the Committee was tasked with discussing and adopting the revised workplan for 2021 and the project budget. The PSC, which is composed of the chairs of each country's Interministerial Committee (IMC) and National Technical Working Group (NTWG), provides project oversight and authority, operating on the basis of consensus. The adoption of these documents paved the way for the national execution of activities and the official launch of the project at the subsequent Inception Workshop.
