The Seas of East Asia Partnership United towards a Financing Facility for Environmental Restoration and Conservation (SEA:PUFFER) will be SCS SAP's innovative long-term sustainable financing platform towards marine and coastal management and improvement in the region. 

Objective: To design an innovative financing mechanism to ensure lasting impact and financial sustainability beyond the project's lifetime. The goal is to reduce reliance on external GEF funding and shift toward regional financial self-reliance.

Core focus areas:

  • Financial model: Designing a model that can draw on a diverse mix of funding streams (e.g., blue carbon initiatives, nature funds, public-private partnerships, or an endowment fund, blue investments).
  • Grants mechanism: Developing and piloting a small grants mechanism as a starting phase for the broader facility.
  • Partnerships: Identifying and engaging with financial institutions, private sector, biodiversity funds, and investment opportunities. 

Current progress & variance: The small grants structure of SEA PUFFER, called SEA Grants, have been initiated with 7 organizations across the region to serve as pilots on the facility. A consultant has been contracted to review the feasibility of the financing facility, engage with partners and potential fund sources, and establish the facility.

 

The SCS SAP Project assist countries in meeting the targets of the approved Strategic Action Programme (SAP) for the marine and coastal environment of the South China Sea and Gulf of Thailand through implementation of the National Action Plans in support of the SAP, and strengthening regional co-ordination for South China Sea and Gulf of Thailand SAP implementation
