The 2025 PEMSEA Network of Local Governments (PNLG) Forum is an annual local governance event focusing on the implementation of Integrated Coastal Management (ICM). This event took place from September 16-18, 2025, in Jakarta, Indonesia, and brought together heads of government and senior officials from PNLG member local governments across East Asia, along with marine experts. The theme for this year's forum is "Towards a Sustainable and Inclusive Blue Economy: Linking Climate, Nature and Energy". This theme aligns with Jakarta's commitment to integrated coastal and marine management and its broader vision for a sustainable future.

The PNLG is a major driving force in operationalizing the Sustainable Development Strategy for the Seas of East Asia (SDS-SEA) under the broad framework of PEMSEA (Partnerships in Environmental Management for the Seas of East Asia). The Forum's primary goal is to improve coordination and communication and provide opportunities to share best practices on integrated management approaches.

As part of the PNLG Forum, a SCS SAP Roundtable Session was organized on 17 September 2025 where the SCS SAP participating countries presented and shared their achievements and experiences at site level. The PCU of SCS-SAP Project also presented the SCS SAP implementation achievements at regional and national level, including the ongoing collaboration with PEMSEA.
